In front of 12,300 fans at Tokyo's Prince Chichibu Memorial Rugby Ground, Williams didn't cut a happy figure after losing his second match in three games for Panasonic.
"It's always disappointing when you lose," he said.
"It was good to get across the try line but I was really disappointed and frustrated at the end.
"Toshiba played a forwards game and played well. We just have to be smarter. We let in some soft tries and have to go back to the drawing board and listen to the coaches."
Suntory and Toshiba both remain undefeated and on top of the table.
