The draw was made live on television before the Cup final of the Cell C Nelson Mandela Bay SA Sevens, the third round of the 2012/13 season, which was won by the All Blacks Sevens.

As winners in South Africa, Wellington hosts New Zealand head Pool A and will face USA, England and Spain on day one.
Port Elizabeth runners-up France, who are now second in the World Series, head Pool B in New Zealand and face matches against Argentina, Kenya and regional qualifiers Tonga.
South Africa head Pool C and were drawn against Wales, Samoa and Canada.

After three of the nine rounds in the 2012/13 HSBC Sevens World Series, defending champions New Zealand lead the standings on 60 points, ahead of France (46), Gold Coast champions Fiji (44), South Africa (41) and Dubai champions, Samoa (39).
