The Crusaders had planned to organise contingencies to cover for Super Rugby's leading point's scorer, approaching Stephen Brett as temporary cover, but the team at this stage will only have their original squad.
Tom Taylor is battling a knee injury, meaning that it is likely that Tyler Bleyendaal will wear the Crusaders ten jersey in the coming weeks.
After playing the Stormers on March 31 and the Sharks on April 6, the seven-time champions round out their tour with a clash against the Force in Perth.
Crusaders assistant coach Aaron Mauger said that first choice halfback Andy Ellis could be considered to move out one position.
Carter will still play against the Kings this weekend.
