Spain became the first side to join the top 12 sides after Carlos Blanco scored the winning try in an enthralling match to beat their Iberian neighbours Portugal 10-5 before Scotland proved too strong for Russia winning 19-0.
The two winning semi finalists knew a victory would ensure they played at all nine rounds on the next Series, while the losing semi finalists met in the play-off for the third and final spot, which Portugal won to ensure all three sides that dropped down, having finished 13th,14th and 15th respectively after the Glasgow Sevens, requalifed.
In the quarter finals Pedro Bettencourt scored twice in Portugal's 17-5 victory against Georgia to set up a semi final with Spain who proved too strong for Hong Kong winning 29-14 in their semi final thanks to two tries from Carlos Blanco.
Victor Gresev also scored two tries for Rugby World Cup Sevens hosts Russia in their 26-7 win over Zimbabwe before Scotland scored five tries in a 31-0 win against Tonga.
