Parra, a member of the French side that lost the Rugby World Cup final to New Zealand in 2011, is the second of France's halfbacks ruled out of the Test.
Earlier Maxime Machenaud was forced out of consideration for all of France's November Tests due to a hand injury.
It is expected that veteran Frederic Michalak, who made his first appearance after a shoulder dislocation will be a prospect for the side while another in-form, but uncapped, player is Montpellier halfback Jonathan Pelissie.
However, lock Bernard Le Roux, who was cited on a stamping charge, received only a two-week suspension so will make the November 9 match against the All Blacks.
France's other internationals are against Tonga and South Africa.
