Australia also fell to Samoa 17-22. Samoa claimed first place in the pool and will play Argentina in their quarterfinal. Australia will play Ireland while Fiji, looking to win their sixth consecutive Hong Kong tournament will play South Africa. The last quarterfinal is between France and the USA.

New Zealand wasn't the only top side to miss out as Great Britain also failed to qualify, missing out to South Africa on points differential in their pool.
